We believe that attention to three main elements will lead to school
success for English learners:

the student's home language and English must figure prominently
in planning instruction. We must consider many factors beyond
language as well. |

mastery of English and academic competence must be the central
goals of all EL programs. Academic mastery of the home language
is optimal where it can be provided. |

Equity
goes far beyond simple access to materials or to classrooms where
grade-level content is taught. Equity demands attention
to optimizing results for each student. |
